it teleports into the air, then slams into the ground in a burst of frost at the spot marked by a pillar of lightning.

The Prime Enchanter is fought in the Frozen Fortress at the end of Hiking Frozen Highlands, and again in the side quest The Prime Enchanter Revived. It fights with ice and electricity gauntlets, powered by the soul block set in its hat.

Its lightning slam is announced: a pillar of lightning marks where it will land, so step out of that spot as soon as it appears.

2. You do not have to run the Frozen Fortress again for another fight: after the kill, open System and choose Reset checkpoint and it spawns again. Frozen Highlands loot, the Rascal's Razor among it, can be farmed this way.
